Most
soil destruction is a direct result of human activity by new
inappropriate farming methods and deforestation.
There are other pressures on land, as large areas of the world
are put under concrete. Concrete tends to take over the best
agricultural land. This all calls for good land management.
But you cannot legislate for land management, as you dont
own the land.

Despite
the crucial importance of land to both the environment and
everybody, most land is owned by somebody else. A few wealthy
people usually own, or control, most of the land in any country.
They will want to do whatever is in their best interest, which
may not be the same as everybody else's. Some pressures can
be bought through subsidy mechanisms, such as the CAP.
Funding mechanisms encourage particular crops.
