NEAR narrows search compared with the AND operator. "Sustainable Development"NEAR safety will find only those documents that mention "safety" near to the two words "sustainable development" together.

OR limits any documents to any words in any order. Sustainable OR Development will return documents containing the word "Sustainable" or "Development" or both. This is the default operator for most engines. So if you want something different you will have to put in AND etc.
