Social Aspects
Most of us would like to know what the risks are and decide for ourselves whether we accept them, rather than have somebody else make that decision. The DEFRA Environmental Risk Assessment spells out the Social Aspects of Risk
Women are usually more concerned than men and older people more than young.
This makes measurement of risk difficult. People perceive risks in ways that may have little bearing on the actual measured level of risk. However what is measured is often determined by somebody else, who is not necessarily interested in the same concerns.

It was hard to imagine the chemicals could travel that far, for so long before having a harmful impact, but made many realise the consequences fo ractions could now be many miles away.
With a glablised world, this is even mor ethe case..Transboundary movements. Difficulty of nation state laws dealing with subtances that travel across national boundaries.
