For each impact, you need to know the possible damage. This is the "risk". There are different ways of seeing risk - if you are likely to be directly affected, you are more likely to see the risks. The estimate of risk will affect the way you consider later as to how the impact is best controlled.
Remember:
The impacts may affect land, air water and people.
The impacts may be local, regional, national or international.
