Perceptions of authorities:

While you may not be being prosecuted, you may still not be seen as a go ahead progressive organisation that is setting standards, but rather one that needs to be dragged along, and thus not one likely to get grants or be left alone on the inspection trail.

All these matters colour your judgment. The more people you involve the more likely you are to get an accurate result.
