Some government targets are firm, such as the decision to phase out the production and supply of CFCs by the end of 1994, and the Second Sulphur Protocol which requires a reduction of the UK's SO2 emissions by 80% between 1980 and 2010.

Other targets are indicative. Indicative targets include returning atmospheric chlorine and bromine to 1994 levels by 2012, and reducing the proportion of controlled waste going to landfill from 70% to 60% by 2005.
